In this grim world, a totalitarian State controls every facet of private and public life. The laws are oppressive, surveillance is pervasive, and privacy is a relic of the past. As the State-appointed manager of an apartment building, your daily routine includes maintaining a welcoming environment for tenants, who come and go.

But beneath this façade lies your true mission.

The State has tasked you with SPYING ON YOUR TENANTS! Your primary duty is to covertly monitor their activities and eavesdrop on their conversations. You must BUG their apartments when they're absent, SEARCH their possessions for anything that could undermine the State's authority, and PROFILE them for your superiors. Additionally, you are required to REPORT any individuals suspected of breaking the law or plotting against the State.

Beholder is all about making choices - choices that matter!

What will you do with the information you gather? Will you report a father's suspicious activities, potentially orphaning his children? Or will you keep silent about his illegal actions, giving him a chance to correct his course? You might also consider blackmailing him to secure the funds your family desperately needs.
