Firstly, complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, located in the Shores of Last Breath, is combat-focused and moderately lengthy. Completing this quest unlocks access to the boss arena.

Secondly, locate all Dream Patrols in the Shores of Last Breath. Completion isn't necessary; simply discovering them on your map suffices.
